加国15个驻外使馆停止签证 含上海北京香港

加国驻海外使领馆外交人员未能与联邦政府解决劳资纠纷,决定将罢工行动升级,全球15间最多人申请签证的使领馆,将会全面停止处理签证申请,受影响的海外签证处包括香港、上海及北京。

外交官员专业协会(Professional Association of Foreign Service Officers)宣布周一开始,协会会员将停止在15个最大的海外签证处提供服务,而这些签证处已因多个月来的劳资纠纷积压了多份申请。受影响的海外城市包括香港、上海、北京、阿布扎比、安卡拉(Ankara)、开罗、新德里、昌迪加尔(Chandigarh)、伦敦、马尼拉、墨西哥城、莫斯科、巴黎、沙特首都利雅得(Riyadh)及圣保罗。


协会会警告罢工行动会对经济带来「真正、严重及不断升级」的影响,而国库局局长甘礼民(Tony Clement)则发表声明指协会在繁忙的春季及夏季采取工业行动,扰乱旅游业等国际事务,他指加人对外交官员的做法已感到「受够了」。

罗浮宫水池成中国人洗脚池 老外吓呆

日前传出中国名胜浙江西湖边上,到处都是洗脚的旅客,但那毕竟是中国自己家裡。现在连法国罗浮宫(Musée du Louvre)前的水池,也沦為中国人的洗脚池!

中国浙江省杭州白堤两旁的西湖边,一些游客脱去了鞋袜把脚浸入湖中,享受湖水带来的凉爽,被指「煞风景」。日前又有中国网友曝光了一张中国游客在罗浮宫外水池泡脚的照片,相中可见,在左边的两名外国人,被「奇景」吓呆了!

照片引来不少网友热议,有人批评相片裡中国人的行為丢了国人面子,让人无话可说;但也有人说法国人也是这样,都怪天气太热了。

美国前总统肯尼迪疑被特工开枪误杀

美国前总统肯尼迪1963年11月22日遇刺身亡,今年11月即是他遇刺50周年纪念日。就在周年纪念日前,美国一家电视台的纪录片暗示肯尼迪可能死于负责保护的特工枪下。

美国一家名为“ReelzChannel”的电视台根据一名已退役的澳大利亚警探麦克劳伦(Colin McLaren)对案件的分析和一本名为《致命错误:枪杀肯尼迪(Mortal Error: The Shot that Killed JFK)》的书籍,制作了一部融合了记录与戏剧元素的影片。美联社7月29日报道称,影片暗示,夺走肯尼迪(John F. Kennedy)性命的子弹中,有一颗可能是由是由负责保护肯尼迪安全的特工发射的。

这名特工是中情局人员,名叫西奇(George Hickey),原本是在场保卫肯尼迪人身安全的。西奇本人目前已去世。

麦克劳伦接受采访时表示,疑凶奥斯华(Lee Harvey Oswald)开第一枪后,西奇原本打算用情报机关配给的强制还击。但由于不熟悉武器,加上车辆突然前倾,导致误伤肯尼迪。

麦克劳伦耗费四年事件搜集证据并加以分析,同时参考此前多纳修(Howard Donahue)书中证据得出此猜测结果。

肯尼迪遇刺后警方逮捕的唯一一名嫌犯奥斯华在接受讯问前即被枪杀,肯尼迪遇刺的原因一直成谜。肯尼迪被击中颈部,但很有可能不是被奥斯华击中。

但根据美国的官方说法,奥斯华是肯尼迪死亡的唯一凶手。肯尼迪遇刺案内情究竟如何仍不清楚。据报道,这部影片是 ReelzChannel电台第二个与肯尼迪有关的节目,将于今年11月在美国、澳大利亚和加拿大播出。

Pope says he won't judge gay priests

ABOARD THE PAPAL AIRCRAFT (AP) — Pope Francis reached out to gays on Monday, saying he wouldn't judge priests for their sexual orientation in a remarkably open and wide-ranging news conference as he returned from his first foreign trip.
"If someone is gay and he searches for the Lord and has good will, who am I to judge?" Francis asked.
His predecessor, Pope Benedict XVI, signed a document in 2005 that said men with deep-rooted homosexual tendencies should not be priests. Francis was much more conciliatory, saying gay clergymen should be forgiven and their sins forgotten.
Francis' remarks came Monday during a plane journey back to the Vatican from his first foreign trip in Brazil.
He was funny and candid during his first news conference that lasted almost an hour and a half. He didn't dodge a single question, even thanking the journalist who raised allegations reported by an Italian news magazine that one of his trusted monsignors was involved in a scandalous gay tryst.
Francis said he investigated and found nothing to back up the allegations.
Francis was asked about Italian media reports suggesting that a group within the church tried to blackmail fellow church officials with evidence of their homosexual activities. Italian media reported this year that the allegations contributed to Benedict's decision to resign.
Stressing that Catholic social teaching that calls for homosexuals to be treated with dignity and not marginalized, Francis said it was something else entirely to conspire to use private information for blackmail or to exert pressure.
Francis was responding to reports that a trusted aide was involved in an alleged gay tryst a decade ago. He said he investigated the allegations according to canon law and found nothing to back them up. But he took journalists to task for reporting on the matter, saying the allegations concerned matters of sin, not crimes like sexually abusing children.

And when someone sins and confesses, he said, God not only forgives but forgets.
"We don't have the right to not forget," he said.
The directness of his comments suggested that he wanted to put the matter of the monsignor behind him as he sets about overhauling the Vatican bank and reforming the Holy See bureaucracy.
Speaking in Italian with occasional lapses in his native Spanish, Francis dropped a few nuggets of other news:
— He said he was thinking of traveling to the Holy Land next year and is considering invitations from Sri Lanka and the Philippines as well.
— The planned Dec. 8 canonizations of Popes John Paul II and John XXIII will likely be postponed — perhaps until the weekend after Easter — because road conditions in December would be dangerously icy for Poles traveling to the ceremony by bus.
— And he solved the mystery that has been circulating ever since he was pictured boarding the plane to Rio carrying his own black bag, an unusual break from Vatican protocol.
"The keys to the atomic bomb weren't in it," Francis quipped. Rather, he said, the bag merely contained a razor, his breviary prayer book, his agenda and a book on St. Terese of Lisieux, to whom he is particularly devoted.
"It's normal" to carry a bag when traveling, he said. "We have to get use to this being normal, this normalcy of life," for a pope, he added.
Francis certainly showed a human, normal touch during his trip to Rio, charming the masses at World Youth Day with his decision to forgo typical Vatican security so he could to get close to his flock. Francis traveled without the bulletproof popemobile, using instead a simple Fiat or open-sided car.
"There wasn't a single incident in all of Rio de Janeiro in all of these days and all of this spontaneity," Francis said, responding to concerns raised after his car was swarmed by an adoring mob when it took a wrong turn and got stuck in traffic.
"I could be with the people, embrace them and greet them — without an armored car and instead with the security of trusting the people," he said.
He acknowledged that there is always the chance that a "crazy" person could get to him. But he said he preferred taking that risk than submitting to the "craziness" of putting an armored wall between a shepherd and his flock.
Francis' news conference was remarkable and unprecedented: Pope John Paul II used to have on-board press conferences, but he would move about the cabin, chatting with individual reporters so it was sometimes hit-or-miss to hear what he said and there were often time limits. After Benedict's maiden foreign voyage, the Vatican insisted that reporters submit questions in advance so the theologian pope could choose the three or four he wanted to answer and prepare his answers.
For Francis, however, no question was off the table, no small thing given that he is known to distrust the mainstream media and had told journalists en route to Rio that he greatly disliked giving news conferences because he found them "tiresome."
Francis spoke lovingly of his predecessor, Benedict XVI, saying that having him living in the Vatican "is like having a grandfather, a wise grandfather, living at home." He said he regularly asks Benedict for advice, but dismissed suggestions that the German pontiff was exerting any influence on his papacy.
On the contrary, Francis said he had tried to encourage Benedict to participate more in public functions at the Vatican and receive guests, but that he was "a man of prudence."
In one of his most important speeches delivered in Rio, Francis described the church in feminine terms, saying it would be "sterile" without women. Asked what role he foresaw, he said the church must develop a more profound role for women in the church, though he said "the door is closed" to ordaining women to the priesthood.
He was less charitable with the Vatican accountant, Monsignor Nunzio Scarano, who has been jailed on accusations he plotted to smuggle €20 million ($26 million) from Switzerland to Italy and is also accused by Italian prosecutors of using his Vatican bank account to launder money.
Francis said while "there are saints" in the Vatican bureaucracy, Scarano wasn't among them.
The Vatican bank, known as the Institute for Religious Works, has been a focus of Francis' reform efforts, and he has named a commission of inquiry to look into its activities amid accusations from Italian prosecutors that it has been used as an offshore tax haven to launder money.
Asked if closing the bank was a possibility, Francis said: "I don't know how this story will end."

"But the characteristics of the IOR — whether it's a bank, an aid fund or whatever it is — are transparency and honesty."

Hundreds protest police violence for streetcar shooting victim, Sammy Yatim

Watch: Hundreds of people gathered in Toronto to protest the shooting death of Sammy Yatim. 
TORONTO – A memorial is growing at the site of the recent fatal shooting of 18-year-old Sammy Yatim aboard a TTC streetcar.
And hundreds of Torontonians participated in a protest march Monday evening to bring further awareness to the police shooting that has raised the ire of many across Toronto.
Yatim’s mother and sister were among the crowd of protesters that stretched more than a block as marchers left a downtown square for the west-end intersection where the teenager died on Saturday morning.
Barely able to speak, Sammy’s mother repeated her son’s name over and over again, her hand reaching for a photo of him.
The shooting has sparked a flood of anger at Toronto police, who have suspended an officer involved in the shooting.

The crowd chanted “Shame!” with a handful of protesters angrily confronting police monitoring the march. Marchers briefly stopped outside a local police station, venting at the force’s handling of the incident.
The protest started at 5 p.m. with hundreds of people gathering at Yonge and Dundas Square. The protest then moved west along Dundas Street stopping at various intersections and police stations along the way.
Yatim was killed during an altercation with police late on Friday night while aboard the 505 TTC streetcar on Dundas Street West near Bellwoods Avenue.
The shooting is being investigated by the Special Investigations Unit (SIU).
A Facebook group, Sammy’s Fight for Justice, with almost 6,000 likes as of 4 p.m. has become a rallying point for people ahead of the planned protest.
“Can’t wait to see your posters and support and please don’t forget this is a civilized protest for anyone who is against the injustice way police officers treat innocent people, and it is also a memorial for Sammy!” a post on the page reads.
The shooting has many people, including Yatim’s mother, questioning why the police fired nine shots at her son.
“The thing I care that, they shoot my kid, my son and I didn’t know why. I watched the video, he was standing with a knife, not with a [gun] but with a knife and I felt that he was very afraid, I felt it. I felt that he was very afraid,” Sahar Bahadi told Global News in an interview at her Toronto home.
And a memorial of flowers and anonymous notes has grown around a light pole near Dundas Street West and Bellwoods Avenue where the shooting happened.  Messages left in tribute to Yatim read “You were everyone’s son, everyone’s child” and “you asked for help and we failed you.”
Another message, taped to the pole, read simply “You mattered.”

美日不解:出了什么事让中国领导人态度大变

中国在海洋争端问题上的强硬立场,标志着其外交政策已发生重大改变,这不仅对中国邻国形成严重影响,也使包括美国在内的大国担忧。

中国声称其外交政策具有连贯性,但经验表明,它的政策不断发生变化。简言之,中国外交和安全政策的原则和实践一直处于演进之中,这折射出中国的国内要务、挑战和考量,以及其他国家如何对待和接受中国政策的综合现实。

中国的评论已挑明相关含义。中国对接受中国主权声明的邻国和其他有关大国,承诺构建“双赢”的和平关系。而不接受的国家将遭受严厉的胁迫和威胁。中国曾成功利用胁迫和恐吓推进对南海某些争议领土的控制。

促使中国采取这种新强硬立场的因素,不仅包括中国精英和公众中与日俱增的爱国主义和民族主义情绪,还有中国军队、海防、渔政和石油勘探力量日益壮大的实力。今后几年,后者无疑将变得越来越强大,使中国更加坚定地利用胁迫手段在附近海域寻求推进。

然而,尽管各个地区似乎极有可能对中国的海洋主权声张采取默许态度,但国内外形势可能将使中国领导人再次改变且缓和态度。

日本很强大,美日安保同盟十分稳固并将更稳固。东京已使日本做好与中国进行更长期斗争的准备。在东南亚,为阻止中国的强势行为,有领土要求和没有领土要求的国家的广泛同盟正为在争议海域设立行动准则而坚持不懈。其实,中国的东翼----从朝鲜半岛到印尼,向来是当代中国外交政策最重要的地区。

当面对一系列问题时,毛泽东和邓小平都会区分优先顺序。他们坚决关注“主要”问题,轻视或缓和其他地区的紧张形势,以便集中精力应对主要目标。中国政府或将继续沿用既有路线,但当周边敏感地区持续紧张时,中国政府有可能转向一种更微妙和适中的策略。

这竟是中国不打仗的真正原因!全世界都没料到作为一个中国人,面对国家遭遇如此尴尬的处境,不能不控诉卖国贼们的滔天罪行了。


是谁把我们置于四面楚歌?是围绕在政府周边的卖国精英们?----带兵格之流。是他们奴颜婢膝地向美国奉送3万亿中国老百姓血汗钱招来的报应。他们完全忘记了“割地事秦,犹抱薪救火。”的历史教训。

日本、韩国、菲律宾、越南、印度自从美帝高调要重返亚太以来,对中国频频发难,提出让中国人啼笑皆非的领土、岛屿、领海声索。在中国政治、经济、军事、战斗储备日益强大的今天,周边小、弱之国难道真是活腻了的独孤求败要一心求死吗?不是的,绝对不是。

这不仅仅是他们的身后站着一手举大棒一手拿胡萝卜的美帝,而且更重要的是他们共同认可美帝授予他们的锦囊机密:中国绝对不敢动武。因为美帝手里掌握着中国超过3万亿美元的各类债务,以及绝大部分中国领导、精英、豪富们的3/4的私有财富。

不是这点,美国把唾沫星子喷完他们也不敢以身试法。都知道远亲不如近邻,何况他们的近邻在海、陆、空、核诸方面与他们相比是如此的强大,而且相互经济依赖是如此的密切。

如果你是美帝,灯笼火把地高调重返亚太就是为了单纯围堵中国?你不图三分利就天天起五更?不说是大谬特谬,也是耸人听闻。美国不为别的,为了钱,没有骨头狗不进院子。没有家贼引不来内鬼。

“围堵中国”是精英们摆脱矛盾的托词。围堵利比亚、伊拉格、叙利亚为了石油,那他冒着两败俱伤的危险围堵中国,是活得不耐烦了还是为了供13亿人吃饭、穿衣呀?精英说,围堵是怕你崛起,美国谁都不想让崛起,中国崛起美国能奈何的了吗?美国一直主张把中国排除在太空俱乐部之外,而且是唯独排除的国家,我们不也上天了吗?精英们、唯独就不从根本上承认祸起于萧墙的事实。

3万亿美元使中国成为美国的最大债权国,美国在债务期间无论如何是还不上你的。为什么?很简单,美国有15万亿的国债和40万亿美元的其他债务。这些债务连同中国的3万亿美元早消耗殆尽了---变成了供美国人挥霍不完以致酿成次贷危机的高楼大厦以及干涉他国内政的航母、飞机、炮弹等等,加之近年来连续不断的经济危机,灭了美国都还不起你。

美国人要生存,怎么办?唯一的办法就是赖账。美国一些国会议员、总统候选人员都已经恬不知耻地放言在先了。

怎么来赖账?最有效的手段就是唆使和中国有利益纠葛的国家群起而攻之。这些国家心领神会,都知道你的命脉死扣在美国人手里,再有顾忌就是白痴了。所以,无论谁,都敢挑逗你的底线:菲佣于黄岩岛,日鬼于钓鱼岛,韩棒于东海,越猴于西沙、南沙,印度啊三于藏南。

你敢动谁了?我相信此时此刻的那些千方百计排斥毛泽东思想、别出心裁树立私爱的大人们知道什么叫焦头烂额了吧?美国重返亚太的目的,在你们谨言慎行的矜持中轻而易举就达到了。

地球人应该都知道,越南是美帝的死敌,日本是南韩的怨家,但美帝事先下足了功夫,成功地使他们合纵连横,还没看出来美国人的良苦用心?是共同的利益让他们立刻就化敌为友狼狈为奸了。

你问,中国能打赢这些小弱合众吗?答案是肯定的。不是我们自豪,凭借中国的世界一流陆军,消灭越南、印度毋庸多虑,指日即成;凭借日益强大的海军、空军消灭菲佣不过三天;对付韩国都用不着飞机,海岸炮齐发数小时夷为平地;对付日本也最多耗时半年,如果动用核力量顷刻间就让弹丸之地吞噬于大海。

而美帝一边不断和他们军演,给他们打气,一边给中国承诺不卷入领土争端,这不是来回挑唆吗?一面暗示他们群殴中国,一面又示意中国可以武力解决这些小丑。但你敢打吗?答案依然清晰明朗:不敢。

你要打,就正中美国下怀。无论你打了谁,那都是美国的战略同盟国,美国立即就宣布烂了中国债务,作为战争赔偿。不仅要赖了你美国国债,而且还要赖了你傻呵呵以救世主的矜持注入欧盟的债券,赖了你刚刚在墨西哥G20峰会注入世界货币基金组织的近500亿美元的资金,还会冻结所有贪官、裸官、豪富境外无法预计的资产。

这就是中国灭了周围任何一个夙敌以后最起码的代价!何况你面对的是一群接近疯狂的走狗,费时费力的程度可想而知。如果北约以中国以大欺小为借口又来个群起而攻之,身疲力竭的中国你怎么应对?作为一个大脑没白痴的中国人想想看,你敢打不?

新加坡向日本表态:不能把东盟视为对中国包围圈的一环

日本首相安倍晋三27日结束了对马来西亚、新加坡和菲律宾3国的访问。自去年年底就任首相以来,安倍已访问了东盟10国中的7个国家。此次访问意在与3国加强经济和安全等领域的合作以制衡中国。东盟的外交消息人士则表示,东盟“欢迎与日本进行经济合作,但不想卷入日中对立”。 

围绕南海问题,菲律宾与中国的对立正在加剧,该国有意以日美为后盾对抗中国。菲律宾外交部的官员表示:“日本的经济和政治力量可以对中国的挑衅行为形成遏制。” 

安倍27日表示,将向菲律宾海岸警卫队提供10艘巡逻船。菲律宾将把这批巡逻船用于在南海的警戒。
  
其他东盟国家则出现了不同的声音。新加坡外交消息人士表示:“不能把东盟视为对中国包围圈的一环。”中国是东盟的最大贸易伙伴。该消息人士表示:“与中国对立对东盟没有任何益处。重要的是要与包括美国在内的大国保持均衡关系。”这样的主张在东盟内部颇为普遍。
  
另一方面,东盟各国对安倍政府的经济政策充满期待。马来西亚总理纳吉布25日与安倍会谈时表示,为了从日本的经济发展中吸取经验,马来西亚将继续推行始于上世纪80年代的“向东看政策”。纳吉布表示,向东看政策的新阶段是推进与日本在科技领域的交流,以实现到2020年使马来西亚跻身发达国家的目标。
  

新加坡国际问题研究所所长戴尚志在当地媒体上对安倍政府的经济政策给予了积极评价,认为“日本的经济复苏符合亚洲的整体利益”。他同时担忧地表示:“如果日本修改宪法,出现‘扩军’动向,将成为地区的不稳定因素。”

Heathrow to track customers through airport to cut cost of delays

People who fail to turn up for flights cost airlines dearly, especially if their luggage has to be removed from the plane.

But Heathrow is rolling out a new system of smart boarding cards that it believes will put an end to the last-minute frantic search for lost passengers and could improve the punctuality of nearly half of flights.

Boarding passes already include a bar code in which the passenger’s flight details are embedded, including the gate and terminal. Instead of being read by airport staff, the pass is scanned by an automatic gate and can be used to tell airlines if, for example, a passenger has entered the departure lounge.

If the passenger turns up less than 30 minutes before departure — the cut-off time set by airlines to reach the gate — the traveller is sent back to the check-in desk.

The smart boarding pass is also able to redirect a passenger to the correct terminal where necessary.
In just one week of trials at Terminals 1 and 3, Virgin Atlantic and Little Red — Virgin’s domestic arm — found that 44pc of the 35,000 departing passengers were in danger of arriving at the gate late. About 700 were told to hurry up, and another 10 were instructed to go back to check-in because they had not allowed enough time to clear security.

Offloading luggage because owners have failed to turn up can lead to planes losing their take-off slots, leading to delays which, according to industry estimates, cost £67 for each minute the plane is on the Tarmac or stuck on the stand. Once a slot is lost, the aircraft has to go to the back of a queue, and a 20-minute delay is not uncommon. The smart passes are aimed at reducing these hold-ups.

According to the airport’s own calculations, late-running passengers are responsible for 50,000 minutes of delays a year at Terminals 1, 3 and 4, creating a bill of £3.5m.

Should the information show passengers are in danger of not reaching the gate in time, a message on a screen warns them to hurry up and not dawdle at the duty-free shops.

ROME—Some of Italy’s top politicians on Saturday rallied behind the country’s first black minister, a target of racist slurs since her appointment in April, after a spectator threw bananas at her while she was making a speech.
Integration Minister Cecile Kyenge, who is originally from Democratic Republic of Congo, was appearing at a political rally in Cervia in central Italy on Friday, when someone in the audience threw bananas towards the stage, narrowly missing it.
Kyenge has faced almost daily racial slurs and threats since joining the government. Earlier this month a senator from the anti-immigration Northern League party likened her to an orangutan and only apologized after a storm of criticism.
Last month, a local Northern League councillor said Kyenge should be raped so she understands how victims of crimes committed by immigrants feel. The councillor has received a suspended jail sentence and a temporary ban from public office.
Shortly before Friday’s incident, members of the far-right Forza Nuova group left mannequins covered in fake blood near the site of the Democratic Party rally in protest against Kyenge’s proposal to make anyone born on Italian soil a citizen.
“Immigration kills,” was written on leaflets accompanying the dummies—a slogan Forza Nuova has previously used when referring to murders committed by immigrants in Italy.
However, on Saturday the group denied that one of its members had thrown the bananas. Italian police are trying to identify the culprit.
Kyenge responded to the gesture on Twitter, calling it “sad” and a waste of food.
“The courage and optimism to change things has to come above all from the bottom up to reach the institutions,” she added.
Several politicians, including her peers in Prime Minister Enrico Letta’s government, responded with messages of support and condemnation on Saturday.
Environment Minister Andrea Orlando said on Twitter he felt “utmost indignation for this lowly act,” while Education Minister Maria Chiara Carrozza praised Kyenge for her courage and determination in such a hostile climate.
Veneto region governor Luca Zaia from the Northern League, who is due to participate in an immigration debate with Kyenge in August, also spoke out against the incident on Saturday.
“Throwing bananas, personal insults ... acts like these play no part in the civilized and democratic discussion needed between the minister and those who don’t share her opinion,” the ANSA news agency quoted him as saying.
